Construct the main hopper body using weather-resistant cedar, ensuring the internal chamber features a sloped base to naturally feed seed toward the external dispensing trough. Seal all joints with marine-grade exterior adhesive to prevent moisture ingress during heavy rain.

Assemble the four-blade windmill turbine using thin-profile redwood slats set at a precise 45-degree pitch. Attach the assembly to a stainless steel ball-bearing rod that runs through the front of the feeder to ensure smooth rotation in light breezes.

Install a miniature wooden 'agitation paddle' inside the hopper connected directly to the central turbine shaft. As the wind turns the exterior blades, the interior paddle sweeps through the seed to prevent clumping and blockage in the feed chute.
